I don't have a clue what is going on here. The only thing i can think of, is these Muslims are chanting to Allah, asking for the Mosque on Blackburn to get the go ahead. It's either that, or they captured a Leprechaun and sat him in a chair for good luck, hoping he will grant them 3 wishes. Laugh, i almost wet myself.
